Many Friends, One Test: India's Partnerships Must Be Backed by Capability at Home

Courting Israel, Poland and the wider world is prudent statecraft, but in an age of weaponised trade, only capability built at home makes diplomacy count.

A crowded diplomatic week

In a single week, Indian diplomacy has been unusually busy. On October 22, India and Poland agreed to deepen cooperation in defence, space and nuclear energy, and set a target of doubling bilateral trade to $12 billion by 2030. Their joint statement expressed the deepest concern over the war in Ukraine, including its humanitarian toll and its impact on the Global South. Israel's Prime Minister phoned to review the momentum in bilateral ties. The relationship was elevated to a strategic partnership in July 2017, and a prime-ministerial visit to Israel in February was the second in nine years. At the NDTV World Summit 2026, the Prime Minister warned that trade, technology and sea routes are being weaponised. The thesis follows from that warning: multi-alignment is sound, but it holds only if India builds the capability that gives its friendships weight.

The tension in many friendships

The strongest case for this approach is plain. In a fracturing order, a country of India's size should not bind itself to one bloc. It should buy, build and partner wherever national interest lies, with Warsaw on the European front and with Israel as a long-standing strategic partner. The strongest objection deserves equal hearing. Calling for peace in Ukraine and an urgent restoration of peace in West Asia, while deepening strategic ties with partners close to both conflicts, invites the charge of inconsistency. Critics would say that a call for stronger global institutions sits uneasily beside a diplomacy run through bilateral deals. Both arguments are serious. The resolution is not to pick one. It is to show that India's partnerships rest on principle and produce results, not only headlines.

What the evidence shows

The domestic record is promising, but it is still mostly promises. The Prime Minister says Indian engineers are designing 2-3 nm chips. Design matters, but it is not fabrication, and the gap between the two is where weaponised supply chains hurt. The Electronics and IT Minister has expressed confidence that India will have mobile phones designed and made in the country and sold under Indian brands by October 2028. That is a target, not yet an achievement. Delivery is more visible at smaller scales. The Digital India BHASHINI Division launched a Konkani large language model at the Goa AI Tech Conclave 2026 in Panaji. The Nagaland Cyber Tour 2026 reached 6,500 people across all 17 districts, including 50 educational institutions. Telangana will host its first Raksha Expo for aerospace, space, defence and internal security from December 7, alongside the Invest Telangana Global Summit 2026 at Bharat Future City near Hyderabad.

The verdict

Partnerships signed abroad are worth only as much as the capacity at home that can absorb them. A $12 billion trade target with Poland, or a deeper strategic partnership with Israel, means little if Indian firms cannot supply, co-develop and compete. The strategic autonomy India seeks will not be secured by summit rhetoric about a new world order. It will be secured by factories, laboratories, trained citizens and states that can host industry. Tying these engagements to visible domestic gains is also the most honest answer to the charge of inconsistency. A partnership is measured by what it delivers, not by the warmth of its joint statement.

A practical way forward

Three steps would turn intent into accountability. First, the Ministry of External Affairs should table an annual implementation report in Parliament for each strategic partnership. Each report should set out trade achieved against target, defence co-production signed and technology actually transferred. Second, the Ministry of Electronics and Information Technology should publish semiconductor milestones that separate chip design from fabrication, along with yearly progress towards the 2028 mobile-brand goal. Third, the Centre should treat state platforms such as Telangana's Raksha Expo, and language efforts such as BHASHINI's Konkani model, as partners in a national capability plan rather than isolated events. Diplomacy that can be audited earns credibility abroad and trust at home.

A partnership is measured by what it delivers, not by the warmth of its joint statement.
