What Has Happened

The Centre has released ₹1.09 lakh crore in additional tax devolution to the States ahead of the festival season. The money is meant to give State governments more resources to meet development and expenditure needs. It deserves recognition. Strong States make a strong Union, and timely transfers can ease the cash pressures that delay salaries, contractor payments and welfare disbursals. But the transfer is only the first step. Federal money is a means. Whether it is well spent depends on what State treasuries do next: who gets paid, which commitments are honoured, and which citizens are reached before the money runs out.

The Core Tension

Every State finance department faces the same arithmetic. Committed spending on salaries, pensions and allowances comes first. A State's own employees are an organised, visible claim on the budget. The unorganised citizen is a dispersed and quieter one. In Tamil Nadu, the State government has raised dearness allowance from 60 per cent to 63 per cent, benefiting about 16 lakh government employees, teachers, pensioners and family pensioners. Along the coast of Andhra Pradesh, according to one report, repeated weather bans across four major alerts since June have caused fishing communities cumulative losses of more than ₹36 crore. The two claims do not cancel each other out. They do compete for the same rupee.

The case for prioritising employees is serious. Dearness allowance protects real wages against inflation, and teachers and other public servants who cannot pay their bills cannot be expected to serve well. A State that falls behind on these obligations weakens its own administration. The case for the informal citizen is just as serious. A fisher kept ashore by a weather ban is obeying the State for the sake of safety, and pays for that obedience with lost income. When the State orders a livelihood to stop, it takes on a duty to cushion the loss. Institutional goodwill, such as the State Bank of India's contribution of ₹5.01 crore to the Chief Minister's Relief Fund for cyclone-hit Andhra Pradesh, is welcome. It cannot replace a rule-bound entitlement.

The evidence also shows that money allocated is not the same as money delivered. In Karnataka, the Kannada Sahitya Sammelana is nearly a year past its due date. The last edition was held in December 2024 at Mandya, and the then Chief Minister had earmarked a grant of ₹10 crore in the 2025-26 Budget. The sum is modest and the subject is cultural rather than fiscal, yet the lesson applies to every budget line. A grant announced and left unused is a failure of execution, not of resources. The same risk hangs over the fresh devolution. Without tracking, it may simply fill the gaps that are loudest and leave the quietest claimants waiting.

The additional devolution is a sound federal act and should be welcomed. Its value, however, will be decided in State capitals. Three practical steps would help. First, coastal States should convert weather-ban compensation for registered fishers from discretionary relief into a fixed per-day entitlement, triggered automatically by official alerts and paid by direct transfer. Second, every State should publish a quarterly statement showing how additional devolution was spent, with committed expenditure listed separately from welfare and capital spending. Third, budgeted grants that remain unused for more than a year, whether for a literary meet or any other public purpose, should be reported to the legislature with reasons. Federalism earns its credibility through results that citizens can see and check.
